The National Democratic Congress (NDC) House of Representatives candidate for Bauchi Federal Constituency, Sodangi Adam Chindo, has proposed a transparent campaign management system featuring documented expenditure, wider constituency participation and regular performance reviews ahead of the 2027 general elections.
The proposal, contained in his campaign management blueprint, seeks to ensure that campaign activities are properly coordinated, financially accountable and responsive to concerns raised by communities across the constituency.
Under the framework, the campaign will maintain an approved working budget, a register of contributors, expenditure approval limits and supporting documents for significant payments.
It also provides weekly cash-position reviews, monthly financial reconciliations and formal approval of any changes to the campaign budget.
The blueprint further requires funding sources and resource mobilisation activities to be properly documented and linked to identified budgetary needs.
On constituency engagement, Chindo's campaign plans to establish active and identifiable contacts in all 12 Registration Areas (RAs), while maintaining records of local concerns and the institutions responsible for addressing them.
The proposed system will require each documented issue to identify its location, the relevant institution and any follow-up action taken. Communities are also expected to receive updates where progress has been made.
The candidate's team intends to conduct regular operational meetings, record decisions and outstanding assignments, and assign specific officers and deadlines to unresolved tasks.
The blueprint also seeks to broaden participation in campaign activities by ensuring that engagement extends across the constituency rather than repeatedly focusing on a limited number of locations.
In the area of communication, the plan provides for coordinated Hausa and English messaging, verification of major public claims, documentation of media engagements and prompt correction of factual errors.
It also requires regular reviews of applicable electoral and legal requirements, with appropriate scrutiny of activities considered to carry significant compliance risks.
The campaign's performance will be assessed through operational indicators, including the availability of financial records, the completion of assigned tasks, the documentation of constituency concerns and the consistency of public communication.
The blueprint states that incomplete assignments must have named officers and revised deadlines, while the core team is expected to review progress monthly.
Chindo's proposed system is intended to make the campaign's operations more accountable and ensure that public commitments are supported by evidence, clear responsibilities and measurable targets.
The document emphasises that the effectiveness of the management framework should be judged by whether the proposed systems are functioning, rather than by the eventual electoral outcome.
